Roman Lebedev 78115bb465 [NFC][Reassociate] Delay checking isLoadCombineCandidate() until after ShouldConvertOrWithNoCommonBitsToAdd() but before haveNoCommonBitsSet() 
This appears to improve -O3 compile-time performance somewhat:

It doesn't look like delaying it until after haveNoCommonBitsSet() is better:
