Improve low-level mmap utilities (Linux/BSD)

Add madvise (MADV_WILLNEED) on utils::memory_commit
Add madvise (MADV_FREE or MADV_DONTNEED) on utils::memory_decommit
Improve shm_open pseudo-random name (not used on Linux)
