Major Action Command Decomp (#365)
* Decomp jump and most of tidal wave action commands

* More action commands

* stop_leech.c fully decomped.

* flee.c decomped

* cleanup and function name convention fixes

* slight cleanup

* Move ActionCommand enum to enums.h, style changes

* Changed some numbers to decimal

* That one missing newline
