b861408055 Linted CSS 
I went through the sample CSS for the “Getting Started” pages,
reordered rulesets properties to an alpha order, removed properties not
needed (based on last 2 versions of major browsers and IE8+) and
removed unnecessary property values (e.g., em units on line-height).

053f7c9f99 Fix QuickOpen unit tests after introduction of QuickSearchField - listens 
for Enter on keydown, not keyup; expects an "input" event to follow every
text change (Enter key processing now waits until text change events have
caught up so Enter key never takes effect if change event never comes)

9ec3d09f1a "Canary" warning when more than 15 listeners for the same event are attached 
to one object (likely indicating a memory leak).

Fix one such leak discovered in JS Parameter Hints using this new warning.

Also throw an error when on() is called with no listener function, which may
indicate mixing up on()/off() calls (it already would have thrown later, when
trigger() is called, but now it fails faster, giving a more useful stack).

07320528da Move the implementation to the extensions. Data will be send to the server as soon 
as user has launched the Brackets and dialog box prompting for user to opt-in
and opt-out is closed. Rework the comments and defects. Test cases has not been
added yet. Will be adding to the next PR.

f341ff5af1 Merge remote-tracking branch 'origin/master' into pflynn/better-quicksearch-field 
Reimplements the fixes from PR #9624 & #9153 in a simpler way: instead of
trying to selectively suppress ModalBar's scroll pos adjustments, in cases
where we need to revert scroll pos in one file, just wait until ModalBar is
done adjusting scroll pos and *then* reset the one we care about. Made
possible by the fact that we now listen for ModalBar's "close" event and
the event passes info on the reason for closing.

Removes delay before results list opens: in CEF 2171 it seems both unneeded
(animation is smooth without it) and it triggers an apparent Chrome bug where
the post-animation state is displayed during the delay period even though
the computed style reflects the pre-animation state.

2a11d47ac4 Fix unit test that broke due to a side fix in PR #10413, and enhance tests 
to verify that search tickmarks are rendered.

Also, bump up wait time in WorkingSetView-test that was failing sporadically.
The test had zero margin for error on the wait, which may be making it fragile.

eef9c68a1f Fix LiveDevelopment initialization. 
PreferencesManager.on("change") was executing before AppInit.appReady().
This was causing various inconsistencies, including setting up the UI before
LiveDevelopment is actually initialized. Handling of pref change is now moved
to AppInit.appReady and the implementation is set only after the modules are
actually initialized.

Fix #10239: toggle menu to switch livedev impls.
    - Ensure correct status changes when switching implementations.
    - Disable 'Project Settings' when multi-browser is on.

Also:
    - Minor improvements to how the pref is defined.
    - Close LiveDevelopment explicitly after each test.
    - Minor refactor/doc changes in LiveDevelopment/main.js
    - Minor stylistic and documentation changes.

f044e443f7 Clean up #10193 fix by sharing code with existing implementation in LiveDevelopment.js, 
moving shared code to FileUtils with unit tests. Also...
- fixes an unhit edge case in getParentFolder() (now getParentDirectory())
that behaves differently across platforms
- removes duplicate copy of getFilenameWithoutExtension() in LiveDevelopment.js
(copy in FileUtils was identical)

c931ef29ea Debounce calls to ProjectManager._renderTree. 
This is a possible fix for #9851. In my tests, this can cause a
dramatic speed up when lots of filesystem changes cause the tree
to be continuously rerendered.

I chose 100ms as the debounce time because that seemed quick enough that
users will not be waiting for their actions to be reflected in the tree.

04b13a2e60 Semi-fix for bug #10013 (CSS Quick Edit provider does not respond if project 
contians any non-UTF8 CSS/LESS/SCSS files) - Silently ignore files that can't
be read, and continue the search anyway (warning logged to console, but no
user-visible error shown). Similar to what we've always done for Find in Files.

With unit test, and matching test for the pre-existing same behavior in Find
in Files. Also clean up dated use of waitsFor() in the CSSUtils test spec.
