This reverts part of r300656, which caused a regression in
propagateMassToSuccessors by counting edges n^2 times, where n is the
number of edges from the source basic block to the same successor basic
block. The result was both incorrect and very slow to compute for large
values of n (e.g. switches with multiple cases that go to the same basic
block).

Add the following heuristics for irreducible loop metadata:
- When an irreducible loop header is missing the loop header weight metadata,
give it the minimum weight seen among other headers.
- Annotate indirectbr targets with the loop header weight metadata (as they are
likely to become irreducible loop headers after indirectbr tail duplication.)
These greatly improve the accuracy of the block frequency info of the Python
interpreter loop (eg. from ~3-16x off down to ~40-55% off) and the Python
performance (eg. unpack_sequence from ~50% slower to ~8% faster than GCC) due to
better register allocation under PGO.

Summary:
Currently the block frequency analysis is an approximation for irreducible
loops.
The new irreducible loop metadata is used to annotate the irreducible loop
headers with their header weights based on the PGO profile (currently this is
approximated to be evenly weighted) and to help improve the accuracy of the
block frequency analysis for irreducible loops.
This patch is a basic support for this.

Use children<> and nodes<> in appropriate places to cleanup the code.
Also, as part of the cleanup,
change the signature of DominatorTreeBase's Split.
It is a protected non-virtual member function called only twice,
both from within the class,
and the removed passed argument in both cases is '*this'.
The reason for the existence of that argument seems to be that
back before r43115 Split was a free function,
so an argument to get '*this' was needed - but now that is no longer the
case.

This patch enhances dot graph viewer to show hot regions
with hot bbs/edges displayed in red. The ratio of the bb
freq to the max freq of the function needs to be no less
than the value specified by view-hot-freq-percent option.
The default value is 10 (i.e. 10%).

Currently in JumpThreading pass, the branch weight metadata is not updated after CFG modification. Consider the jump threading on PredBB, BB, and SuccBB. After jump threading, the weight on BB->SuccBB should be adjusted as some of it is contributed by the edge PredBB->BB, which doesn't exist anymore. This patch tries to update the edge weight in metadata on BB->SuccBB by scaling it by 1 - Freq(PredBB->BB) / Freq(BB->SuccBB).
This is the third attempt to submit this patch, while the first two led to failures in some FDO tests. After investigation, it is the edge weight normalization that caused those failures. In this patch the edge weight normalization is fixed so that there is no zero weight in the output and the sum of all weights can fit in 32-bit integer. Several unit tests are added.

BranchProbability now is represented by its numerator and denominator in uint32_t type. This patch changes this representation into a fixed point that is represented by the numerator in uint32_t type and a constant denominator 1<<31. This is quite similar to the representation of BlockMass in BlockFrequencyInfoImpl.h. There are several pros and cons of this change:
Pros:
1. It uses only a half space of the current one.
2. Some operations are much faster like plus, subtraction, comparison, and scaling by an integer.
Cons:
1. Constructing a probability using arbitrary numerator and denominator needs additional calculations.
2. It is a little less precise than before as we use a fixed denominator. For example, 1 - 1/3 may not be exactly identical to 1 / 3 (this will lead to many BranchProbability unit test failures). This should not matter when we only use it for branch probability. If we use it like a rational value for some precise calculations we may need another construct like ValueRatio.
One important reason for this change is that we propose to store branch probabilities instead of edge weights in MachineBasicBlock. We also want clients to use probability instead of weight when adding successors to a MBB. The current BranchProbability has more space which may be a concern.

Summary:
When propagating mass through irregular loops, the mass flowing through
each loop header may not be equal. This was causing wrong frequencies
to be computed for irregular loop headers.
Fixed by keeping track of masses flowing through each of the headers in
an irregular loop. To do this, we now keep track of per-header backedge
weights. After the loop mass is distributed through the loop, the
backedge weights are used to re-distribute the loop mass to the loop
headers.
Since each backedge will have a mass proportional to the different
branch weights, the loop headers will end up with a more approximate
weight distribution (as opposed to the current distribution that assumes
that every loop header is the same).

Summary:
This is part 1 of fixes to address the problems described in
https://llvm.org/bugs/show_bug.cgi?id=22719.
The restriction to limit loop scales to 4,096 does not really prevent
overflows anymore, as the underlying algorithm has changed and does
not seem to suffer from this problem.
Additionally, artificially restricting loop scales to such a low number
skews frequency information, making loops of equal hotness appear to
have very different hotness properties.
The only loops that are artificially restricted to a scale of 4096 are
infinite loops (those loops with an exit mass of 0). This prevents
infinite loops from skewing the frequencies of other regions in the CFG.
At the end of propagation, frequencies are scaled to values that take no
more than 64 bits to represent. When the range of frequencies to be
represented fits within 61 bits, it pushes up the scaling factor to a
minimum of 8 to better distinguish small frequency values. Otherwise,
small frequency values are all saturated down at 1.
Tested on x86_64.

Implementation is small now -- the interesting logic was moved to
`BranchProbability` a while ago. Move it into `bfi_detail` and get rid
of the related TODOs.
I was originally planning to define it within `BlockFrequencyInfoImpl`
(or `BFIIBase`), but it seems cleaner in a namespace. Besides,
`isPodLike` needs to be specialized before `BlockMass` can be used in
some of the other data structures, and there isn't a clear way to do
that.

ScaledNumber has been cleaned up enough to pull out of BFI now. Still
work to do there (tests for shifting, bloated printing code, etc.), but
it seems clean enough for its new home.
