Andrew Trick 1454836d05 Clarified the SCEV getSmallConstantTripCount interface with in-your-face comments.

This interface is misleading and dangerous, but it is actually what we need for unrolling.

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for the Low Level
