LemonBoy c969c1dda4 [ARMAttributeParser] Correctly parse and print Tag_THUMB_ISA_use=3
I took the "Permitted"/"Not Permitted" combo from the `Tag_ARM_ISA_use` case (GNU tools print "Yes").
