Lang Hames 59f2f1fbee [JITLink][ELF/x86-64] When building PLT stub, use -4 offset for PCRel32.
This is required for ELF where PCRel32 doesn't implicitly subtract 4.

No test case yet: I haven't figured out a good way to test stub
generation -- this may required extensions to jitlink-check.

The LLVM Compiler Infrastructure

This directory and its subdirectories contain source code for LLVM,
a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.

LLVM is open source software. You may freely distribute it under the terms of
the license agreement found in LICENSE.txt.

assistance with LLVM, and in particular docs/GettingStarted.rst for getting
