SA: Fix wheels detaching after they were made invisible when the car explodes
It was fine in the stock game, regressed once SP made the game pick
a random wheel to detach when exploding.

Migrated several fixes to use HookEach
Gives each hook intercepting functions its own thunk function,
so if another modification intercepts only one of X functions
patched by SilentPatch, this will now be preserved.

Also makes GTA SA's stored car bomb ownership fix work
with the Hoodlum EXE.

Remade custom numberplates
Removed the "cache" to make the code simpler,
and resolve a SP bug where number plates from
the upgrade parts broke any number plates
on future spawns of the same car model.
