SBN encoding (#1085)
* add SBN decoding

* sbn.yaml instead of files.json/init.json

* add id numbers to file name - filenames internal to SBNs are duplicates

* Fixed bug where we mistakenly interpreted a bank file ID of -1 as the last file in the list rather than no file

* Encoding functional

* cleanup

* Updated .gitignore to catch sbn files

* fixed some bugs and made suggested changes

* Fixes some code review issues

* fixes, pal sbn
